WhatsApp Business API Pricing in India: INR Rates, GST, and the 2026 Currency Migration Deadline

by Daniel Dib28 Sept 2026

India accounts for the largest WhatsApp user base of any country, and Meta launched INR billing localization for India on January 1, 2026, with a hard deadline attached: every WhatsApp Business Account in an eligible business's portfolio must be migrated to INR billing by December 31, 2026, or Meta stops delivering messages on non-INR WABAs starting January 1, 2027. For Indian enterprises still running on legacy USD billing, that is an operational deadline, not a pricing footnote.

This guide covers what WhatsApp Business API actually costs in India in INR, how GST applies on top of Meta's rates, what the currency migration deadline means in practice, and what changed on January 1, 2026 when Meta raised India's marketing rate for the first time.

Monty Mobile's WhatsApp channel capability supports INR-billed WABAs directly, including migration support for enterprises still on legacy USD billing.

How WhatsApp Business API Pricing Works

WhatsApp Business API pricing has two layers. Since July 1, 2025, Meta charges per delivered template message, based on message category (marketing, utility, or authentication) and the recipient's country. On top of Meta's charge sits your Business Solution Provider's fee, a platform subscription, a per-message markup, or both, depending on the provider.

You cannot access the WhatsApp Business API without a BSP. Meta's rate is the same regardless of which BSP you use; what differs is how much your BSP adds on top, and whether they show Meta's charge as a separate, transparent line item or bury it inside a blended rate.

This matters more in India than in most markets, precisely because Meta's base rate is so low. A BSP markup that looks trivial in absolute terms, a few paise per message, can represent a much larger percentage of your total cost in India than the identical markup would in a market where Meta's own rate is already ten times higher. Always evaluate a BSP's fee as a percentage of the Indian rate specifically, not against a global average.

Current WhatsApp API Rates for India

Category

Rate (excl. GST)

USD equivalent

Marketing

₹0.8631 per message

~$0.0107

Utility

~₹0.115 per message

~$0.0014

Authentication

~₹0.115 per message

~$0.0014

These rates took effect January 1, 2026, when Meta raised the India marketing rate roughly 10 percent, from approximately ₹0.7846 to ₹0.8631. Utility and authentication rates were unchanged in that update. These figures are cross-corroborated across multiple current BSP pricing pages; verify against your own Business Manager rate card before finalizing a budget, since Meta can update pricing up to four times a year.

Utility template messages sent within an open 24-hour customer service window are free of Meta's charge. Service messages, free-form replies within that same window, are always free regardless of volume. Marketing messages carry no free window and no volume discount.

18% GST Applies on Top, and It Compounds

GST at 18 percent applies to both Meta's per-message charges and your BSP's platform fees, since Meta's charges are treated as imported digital services (OIDAR) under Indian tax law. A ₹0.8631 marketing message becomes roughly ₹1.02 once GST is added. Budget the GST-inclusive figure, not the headline rate, or your actual monthly invoice will run materially over what the rate card alone suggests.

Depending on your BSP's billing structure, you may be responsible for handling the reverse charge mechanism on Meta's portion directly. Confirm this with your BSP rather than assuming it is handled automatically.

The Currency Migration Deadline: What It Means in Practice

This is the detail most India WhatsApp guides skip. An existing WhatsApp Business Account billed in USD cannot be switched to INR billing in place. Meta requires a new WABA, set up specifically with INR as the billing currency, to move to local billing.

For an enterprise with message history, approved templates, and an established quality rating tied to an existing USD-billed WABA, migrating is a planning exercise, not a settings change. Meta released WABA Currency Migration APIs on June 1, 2026 specifically to make this transition programmatic. Enterprises managing multiple Indian WABAs should build against that API directly rather than attempting a manual account-by-account migration close to the December 31, 2026 deadline.

Quality rating and template approval history are the two things enterprises worry about most when facing a forced WABA migration, and reasonably so, since both take time to rebuild from zero. Plan the migration with enough runway to re-establish message volume gradually on the new WABA rather than switching all traffic over on day one, which is the pattern most likely to trigger a temporary dip in quality rating during the transition.

Pricing note: exact migration mechanics and available support depend on your BSP relationship. Contact Monty Mobile for a migration assessment if you are managing WABAs still on USD billing in India.

Why India Rates Are the Cheapest Globally, and Why That Will Not Last

India's WhatsApp rates remain among the lowest of any major market, roughly a tenth of Germany's marketing rate and well below the US and UK. That gap reflects Meta's market-entry pricing strategy in a market where WhatsApp already has enormous reach, not a permanent feature of the platform.

The January 2026 marketing rate increase, the first for India since the per-message model launched, is the clearest signal yet that India pricing moves in the same direction as every other market over time. Enterprises building a multi-year India messaging budget should plan for rates to rise rather than assume today's numbers hold indefinitely.

Deployment Example: Calculating a Monthly WhatsApp Budget for an Indian Retailer

A mid-sized Indian e-commerce retailer planning cart-recovery marketing, order-confirmation utility messages, and OTP authentication ran a cost calculation before committing to a WhatsApp automation deployment.

At a projected 8,000 marketing messages, 15,000 utility messages, and 20,000 authentication messages per month, Meta's charges alone came to roughly ₹9,600 before GST: marketing at ₹0.8631 across 8,000 messages (₹6,905), utility at ₹0.115 across 15,000 messages (₹1,725), and authentication at ₹0.115 across 20,000 messages (₹2,300). Adding 18 percent GST brought the Meta-only total to approximately ₹11,330 per month, before any BSP platform fee.

The team noted that a meaningful share of the utility messages would qualify as free if sent within an open 24-hour customer service window, reducing the effective monthly cost further once real usage patterns were factored in.

Note: This is an illustrative calculation based on the rates stated in this article, not a specific client engagement. Actual costs depend on volume, BSP fee structure, and the live Meta rate card at time of billing.

Compliance Requirements for WhatsApp Business Messaging in India

Framework

Requirement

Implementation

Digital Personal Data Protection Act, 2023 and DPDP Rules, 2025

Businesses processing personal data of individuals in India must obtain clear, informed, and specific consent, and honor withdrawal requests. Rules were notified November 14, 2025, with phased enforcement through May 2027.

Review consent language for WhatsApp marketing opt-in against the DPDP's informed-consent standard; do not rely on bundled or pre-checked consent.

Meta Business Messaging Policy

Template messages must be pre-approved and correctly categorized. Meta may reclassify a template's category after approval, changing its billing rate.

Monitor template status in WABA Manager after approval, not only at submission.

TRAI unsolicited commercial communication rules

India's telecom regulator restricts unsolicited commercial communication across channels; while WhatsApp sits outside TRAI's DLT framework built for SMS, the underlying consent expectation is the same.

Treat WhatsApp marketing consent with the same rigor as
DLT-registered SMS consent, even though the registration mechanism differs.

GSMA SAS-SM / BSP certification (where relevant to eSIM or SMS
fallback)

If WhatsApp automation is paired with an SMS fallback channel, the underlying SMS infrastructure should meet standard carrier-grade certification.

Confirm your BSP's fallback SMS routing meets the same quality bar as its WhatsApp delivery.

Getting Started: WhatsApp Business API for Indian Enterprises

1. Confirm your WABA billing currency. Check whether your existing WABA is billed in USD or INR, and plan a migration well ahead of the December 31, 2026 deadline if you are still on USD.

2. Model your category mix. Estimate monthly volume separately for marketing, utility, and authentication messages; the cost difference between categories is large enough that a blended estimate hides real budget risk.

3. Budget GST-inclusive figures. Add 18 percent to both Meta's charges and your BSP's fees when setting a monthly budget, not just to the headline per-message rate.

4. Review consent language against DPDP. Confirm WhatsApp marketing opt-in flows meet the DPDP Act's informed-consent standard ahead of its phased enforcement through 2027.

Frequently Asked Questions

How much does a WhatsApp marketing message cost in India?

Meta's current India marketing rate is approximately ₹0.8631 per message, before 18 percent GST, effective since January 1, 2026. Utility and authentication messages cost approximately ₹0.115 each before GST. These are Meta's base rates before your BSP's platform fee; verify against your live Business Manager rate card before budgeting.

Can I convert my existing WhatsApp Business Account to INR billing?

No. An existing USD-billed WABA cannot be converted to INR billing in place. Meta requires setting up a new WABA with INR selected as the billing currency at creation. Meta's WABA Currency Migration APIs, available since June 1, 2026, are designed to make this transition programmatic for businesses managing multiple accounts.

What happens if I do not migrate to INR billing by the deadline?

Meta has stated that eligible businesses must migrate all WABAs in their portfolio to INR billing by December 31, 2026. Non-INR WABAs of eligible customers stop receiving message delivery starting January 1, 2027. Confirm your eligibility status and migration timeline directly with your BSP or Meta well ahead of that date.

Does India's Digital Personal Data Protection Act affect WhatsApp marketing consent?

Yes. The DPDP Rules, notified November 14, 2025, require consent that is clear, informed, and specific to the purpose of processing, with phased enforcement through May 2027. Businesses running WhatsApp marketing campaigns in India should review their opt-in flows against this standard rather than relying on older, more generic consent language.
